Purpose of the MSAPR

The Multi-Sector Air Pollutants Regulations (MSAPR), established under the Canadian Environmental Protection Act, 1999, protect the environment and the health of Canadians by reducing harmful air pollutants. These regulations set mandatory, nationally consistent limits on nitrogen oxides (NOx) and sulfur dioxide (SO2) emissions.

The MSAPR requires facilities to meet performance standards for the following:

  • NOx emissions from large boilers and heaters burning gaseous fossil fuels, such as natural gas, used in several industrial sectors.
  • NOx emissions from stationary spark-ignition engines that use gaseous fuels, such as natural gas, also used in several industrial sectors.
  • NOx and SO2 emissions from cement manufacturing facilities.

By targeting these pollutants, the MSAPR combats smog, acid rain, and respiratory health risks while ensuring consistency across Canada.

Who Is in Scope

The MSAPR applies to facilities operating equipment under its regulations. These include:

  • Large boilers and heaters burning gaseous fossil fuels (e.g., natural gas),
  • Stationary spark-ignition engines using gaseous fuels,
  • Cement manufacturing plants, including their kilns.

The operator or owner of these facilities must meet the outlined emission limits and follow all regulatory requirements.

MSAPR Reporting Requirements

Facilities must submit detailed reports to the Minister via SWIM to comply with the MSAPR, especially for large boilers or heaters exceeding 105 GJ/h capacity. Reporting requirements depend on the type of compliance testing and emission
